Iedereen tot 55 jaar oud die geen recht heeft op studiefinanciering kan geld lenen voor het betalen van collegegeld met het levenlanglerenkrediet. Het gaat zowel om publieke als private opleidingen.
Door de Startersbeursregeling kunnen jongeren hun kansen op de arbeidsmarkt verbeteren met leer- en werkervaring. Met de Startersbeurs gaan starters op de arbeidsmarkt tijdens 6 maanden aan de slag in het bedrijfsleven. Voor deze leerwerkplek krijgen zij een vergoeding van minimaal € 500. Werkgevers ontvangen van de gemeente een bijdrage in de begeleidingskosten.
Werkgevers- en werknemersorganisaties in een sector of regio hebben gezamenlijk sectorplannenopgesteld. Het doel is de arbeidsmarkt verbeteren. Bijvoorbeeld door scholing, begeleiding van ontslagen werknemers naar ander werk en extra leerwerkplekken voor jongeren. Het kabinet heeft € 600 miljoen uitgetrokken om mee te betalen aan de plannen. De sectoren leggen minimaal hetzelfde bedrag in. De meeste sectorplannen zijn in 2018 afgerond.
